Lázaro Cárdenas (depicted at left), president of Mexico 1934–40, supported Spain’s Republican government in their fight against the right-wing general Francisco Franco (shown at right) during the Spanish Civil War (1936–39). Cárdenas sold arms to the Republican army and promised support for children orphaned by war. These moves were part of his government’s ambition to establish welfare programs for the poor in Mexico.
