This is one of the two figures, a male and a female, who are believed to accompany a person throughout their life, tally the person’s deeds (both good and bad), and then report these findings to the King of Hell, who hands down sentences in the afterlife. The male of the duo, Gushōjin, notes the good from his vantage point above the left shoulder.
